दिल्ली राष्ट्रीय राजधानी क्षेत्र में स्थित वुड बेस्ड और लेमिनेट्स इंडस्ट्री को सरकार द्वारा वायु गुणवत्ता प्रबंधन आयोग के सेक्शन १२ के अंतर्गत ४ फरवरी 2022 जारी दिशानिर्देश से काफी राहत मिली है। आदेश के अनुसार अब उद्योग सभी 7 दिन उत्पादन कर सकेंगे, जिनको बढ़ते प्रदुषण के चलते पिछले 3 महीने से सिर्फ 5 दिन ही चलाने की अनुमति थी। इसके अलावा, आदेश के तहत अब उनके बॉयलरों में लकड़ी के चिप्स को ईंधन के रूप में उपयोग करने पर लगाए प्रतिबंध में एक बार फिर से ढील दी गई है। राष्ट्रीय राजधानी क्षेत्र और आसपास के क्षेत्र में वायु गुणवत्ता प्रबंधन आयोग द्वारा जारी नई दिशानिर्देश के अनुसार, दिल्ली एनसीआर क्षेत्र में स्थित लकड़ी आधारित उद्योग जो जीवाश्म ईंधन पर नहीं चलाए जा रहे हैं, वे भी अब सभी सात दिनों तक चलाए जा सकेंगे। दिल्ली एनसीआर स्थित उद्योग लंबे समय से अपने बॉयलरों में वुड चिप्स के उपयोग की मांग कर रहे थे। इस अधिसूचना में उद्योगों को कुछ मामूली संशोधन के साथ उनका उपयोग करने की अनुमति दी है, जिसे उद्योग द्वारा ही किया जाना है। उद्योग और दिल्ली एनसीआर प्लाइवुड मैन्युफैक्चरर्स एसोसिएशन ने इस फैसले का स्वागत किया है।
इस मुद्दे पर बात करते हुए, दिल्ली एनसीआर प्लाईवुड मैन्युफैक्चरर्स एसोसिएशन के अध्यक्ष श्री विकास खन्ना ने कहा कि उद्योग लंबे समय से इसकी मांग कर रहा था और इस संबंध में प्राधिकरण को समझाने के लिए कई प्रस्तुतियां दी गई थीं। अब इसकी अनुमति से उद्योग जगत को ऊर्जा के स्रोत के लिए बड़ी राहत मिली है। उन्होंने सरकार द्वारा लिए गए निर्णय का स्वागत किया और कहा कि उद्योग इससे निकलने वाली खतरनाक गैसों को नियंत्रित करने के लिए बॉयलर में सुझाए गए बदलाव को अपनाएगा।
उन्होंने बताया कि उद्योग बॉयलर बनाने वाली कंपनियों के साथ विचार-विमर्श कर रहा है ताकि लकड़ी आधारित उद्योग से होने वाले प्रदूषण को कम किया जा सके। उनके द्वारा अपनाए गए बदलाव के बाद जल्द ही एसोसिएशन सरकार के सामने एक प्रेजेंटेशन देगी।
सेफ्रोन इंडस्ट्रीज के एमडी, श्री नरेंद्र खेमका ने कहा कि पिछले तीन महीनों से 5 दिन यूनिट चलाने के प्रतिबंध के कारण हम अपने उद्योग की कुल क्षमता का उपयोग करने में असमर्थ थे और आगे भी चुनौती दिख रही थी, लेकिन, जीवाश्म ईंधन, चावल की भूसी, लकड़ी के चिप्स आदि के उपयोग की नई दिशा से उद्योग को ईंधन के उपयोग के मामले में काफी राहत मिली है। अब हम अपनी क्षमता का अधिकतम उपयोग कर सकते हैं।
बढ़ते प्रदूषण के कारण प्रतिबंध और पीएनजी पर ऑपरेशन को स्थानांतरित करने से कुछ महीने पहले उद्योग चलाने को घटाकर पांच दिन कर दिया गया था। इस आदेश से उन इकाइयों को भी अब अनुमति दी है जिसमें पीएनजी की सुविधा नहीं हैं, वे भी जीवाश्म ईंधन का उपयोग करके उद्योग का काम काज सातो दिन चालू रख सकते हैं। लकड़ी के चिप्स उद्योग के कच्चे माल के आधार के स्क्रैप हैं जिन्हें उद्योग अन्य काम में इस्तमाल नहीं कर सकता है। उद्योग के सूत्रों का कहना है हालांकि यह वुड चिप्स पर्यावरण के लिए कोई बड़ी चुनौती नहीं है अगर इसे लकड़ी आधारित उद्योग में इस्तेमाल होने वाले बॉयलर में कुछ तकनीक बदलाव कर दिया जाए।

Relief to wood panel industry in Delhi NCR, use of wood chips in boiler allowed
-Now factories can run for all seven days
The wood panel and laminate industries based at Delhi NCR region have a great respite with the order issued under section 12 of Commission for Air Quality Management in National Capital Region and Adjoining Areas. The new direction issued on 4 February 2022 has allowed production for all seven days that was restricted up to 5 days due to pollution. The restriction imposed a few months before on use of polluting fuel like coal and wood chips in their boilers has been relaxed once again.
According to the new direction, those wood-based industries based at Delhi NCR region which were not operational on fossil fuels will now also be operational for all seven days. The industries based at Delhi NCR were demanding for the use of wood chips in their boilers for a long. In this now notification the industries have been allowed to use them with some minor modification in the boiler which has to be carried out by the industry itself. The industries as well as DPMA have welcomed the move.
Talking on the issue Mr Vikas Khanna, President, Delhi NCR Plywood Manufacturers Association said that the industry was demanding it for a long and had given several presentations in this regard to convincing the authority. Now with the permission, the industry has a great relief for the use of different energy sources.” He welcomed the decision taken by the government and said, “The industry will adopt the suggested change in the boiler to control the hazardous gases coming out from it. The industry is in consultation with the boiler-making companies to optimize the use and minimize the pollution coming out from wood-based industry,” added Mr Vikas Khanna. Soon the association will give a presentation before the Government after the change adopted by them.
Mr Narendra Khemka, MD, Saffron Decoratives Pvt Ltd said, “Since last three months we were unable to utilize the total capacity due to the restriction and we were hesitant for further use of it also. But, the new direction for the use of fossil fuels, rice husk, wood chips, etc the industry has a great respite in terms of energy use. Now we can optimize the use of our capacity.”
With the restriction due to rising pollution and the shifting the operation over PNG, the operations had been reduced to five days a few months before. The wood chips are the scraps of industry raw material base that the industry cannot throw away. Although it is not a major challenge for the environment if it is burned inside the boiler used in wood-based industry, said the industry source.
