All India Plywood Manufacturers Association, AIPMA has sought to review resin manufacturing out of environmental clearance to give boost to plywood and panel industry and stop this menace of bribing in the name of environmental clearance. Mr. Naresh Tiwari, Chairman of AIPMA has written a letter to Dr Harsh Vardhan, Minister of Environment, Forest and Climate Change (MoEF), Govt. of India and says that as per recent FRI, Dehradun report, there is no environmental hazard because of resin manufacturing.
In his letter, he stated, “Today because of spread of plywood manufacturing facilities all over India our farmers getting motivated to plant more trees which not only serve as a raw material to these manufacturing units but also help in fulfilling the green cover and providing better earning opportunities to our farmers. A panel manufacturing process requires mainly timber and resin as raw material. Resin manufacturing is an integral part of manufacturing panel products. In the absence of quality resin the final product wouldn’t be customer friendly as resin provide the most important aspect in panel manufacturing which is of BONDING the different layers of panels to make it final product. Resin manufacturing is a very small aspect but make no mistake it’s a very important one for maintaining overall quality. The resin so manufactured could be various types namely PF (phenol formaldehyde) Resin, MF Resin (Melamine formaldehyde), OF Resin (Urea Formaldehyde) and MUF resin (Melamine urea formaldehyde)”.
He further added, “There has been a wrong conception as to environmental hazards attached to the manufacturing of various resins. As a result GOI has put an Environmental clearance for the same. Here we would like to clarify that one needs to understand the whole manufacturing process of resin making to conclude as to whether resin manufacturing pose any threat to environment or not. Today resin manufacturing process has become a ZERO discharge process where in nothing is discharged which would be detrimental to our environment. Various studies have concluded the same. But Consultancy Report on ZERO WATER DISCHARGE AT PLYWOOD MANUFACTURING UNIT by Forest Research Institute Dehradun dated 16-17 August 2017 is worth looking into. We are attaching the copy of the same for your reference.”
Due to the stringent requirement of Environmental clearance for most of our 3000 MSME units, it gets practically impossible for these units to get the same. Due to which the whole process is nothing but a medium to extort money/bribe by various state level pollution control officers. The whole process of environmental clearance is certainly uncalled for as there is no threat to our environment.

He reminded in his letter to minister, “We have been trying it since last three years to your Ministry, they have send our case to F.R.I Dehradun & I.P.I.R.T.I Bangalore. The reports are likely the same.”
Mr Naresh Tiwari sought, “Given an opportunity to explain we surely could convince that there is no environmental hazard because of resin manufacturing. So I request your good selves to please review resin manufacturing out of environmental clearance and give boost to the industry and stop this menace of bribing in the name of environmental clearance.”
